Now that I’ve gone over the benefits of becoming a YouTube partner, let’s take a look at how you would actually go about becoming one.
First, you have to qualify. As officially stated by YouTube, acceptance into the partnership program is granted conditionally if the user:

create original videos suitable for online streaming
own or have express permission to use and monetize all audio and video content that you upload—no exceptions.
regularly upload videos that are viewed by thousands of YouTube users, or you publish popular or commercially successful videos in other ways (such as DVDs sold online).

Unofficially, there are several other reported requirements that are factored in to whether or not YouTube will accept a user’s partnership application. According to this article, YouTube receives thousands of partnership applications every day, and they are reviewed on a case-by-case basis. Here are some additional qualifications that will improve your chances of approval:

You should already have anAdSense accountset up before applying for partnership.
Your videos do not include any pirated material, including: cover songs, lyrics, background music, movie or TV visuals, graphics, images or live performances from copyrighted material. You have to own the rights to all the videos that you upload.
As a baseline, it is recommended that you already have at least 100,000 video views, 50,000 channel views, and 1,000 subscribers before applying for partnership – however, there is NO guarantee that you will be accepted with these stats, or not accepted without them.
Do not use any tricks to get more views (annotations, bots, etc.) as YouTube does check analytics much deeper than you may think when reviewing an account for partnership. This is why many channels with thousands of views may have their applications denied.
Do not purchase “fake” views or subscribers from the websites that offer them (e.g. sub4sub) because it will not work and YouTube will take notice.
Make sure you are engaging with other YouTubers, consistently commenting on others’ videos, and actively attempting to build your “fan base” – for lack of a better word.
